The first settlers of the city in the year 1780 were Loyalists: Private John Hainer of Butler's Rangers and Sergeant Jacob Dittrick, who came to Dick's Creek area. The name was taken from Richard Pierpoint, another Loyalist who was called Captain Dick and settled near the creek.

Every year, different exhibitions are held at Rodman Hall. Featured here are the several works of local, national, and international artists with numerous permanent works out of the approximately 850 outdoor sculptures, installations, paintings and photographs. Before, Rodman Hall was a public-run gallery, but became affiliated with Brock University when it experienced monetary hardships. The Niagara Artists' Centre is a charitably-registered, non-profit group of artists who are committed to supporting the working artists and art-enthusiasts of Niagara. It showcases various exhibitions throughout the year, like for instance abstract paintings, sculptures, new media installations and film screenings. Recently, the Centre transferred out of its previous location on Bond Street to St. Paul Street within the city's downtown.

The Folk Arts Council of St. Catharines runs several festivals each and every year all through the month of May and ends with "Folk Arts in the Park," which occur in Montebello Park. The Art of Peace Festival, which is currently in its fifth year, strives to increase community engagement in art as a reflection of peace problems. Montebello Park has lots of open mic program, performing arts events, community art workshops, Speak Your Peace, vendors, elementary school art exhibition, and Peace Through Art Stations (where peace give information and provide arts activities to people). The Niagara Grape and Wine Festival is a non-profit group that presents 3 popular wine festivals within Niagara and St. Catharines throughout the year. The Niagara Icewine Festival happens during the winter season, the Niagara New Vintage Festival takes place in summer, and the Niagara Wine Festival occurs throughout the fall season. The latter festival is the most celebrated, as it attracts several visitors to the region each year. The event is simply referred to as "Grape and Wine," and it draws a lot of people, ranging from young teen partiers to wine connoisseurs. The SCENE Music Festival is a one-day event that is held in various pubs and clubs downtown. There are numerous famous bands from different genres which have played in the event already.

The St. Catharines Downtown Creative Cluster Master Plan was established so as to develop and revitalize the investment potential for the Downtown.
